CAPT Price Lockard enlisted in the Navy in April 1988 and served as a nuclear Electrician’s Mate aboard USS MICHIGAN (SSBN-727, Blue) at NSB Bangor after training in Orlando and Idaho Falls. He attended the University of Idaho under the Enlisted Commissioning Program, graduated magna cum laude with a B.S. in Electrical Engineering in 1996, and earned his Naval Aviator wings in 1998. Operationally, his tours include: Fleet Air Reconnaissance Squadron ONE (VQ-1) at NAS Whidbey Island, WA; Assistant Strike Operations Officer aboard USS THEODORE ROOSEVELT (CVN-71) at NS Norfolk, VA; Special Projects Patrol Squadron ONE (VPU-1) at NAS Brunswick, ME and at NAS Jacksonville, FL. He commanded Special Projects Patrol Squadron TWO (VPU-2) at MCAS Kaneohe, HI and served as Commodore of a combined aviation Task Force (CTF-57) headquartered in Manama, Bahrain. Ashore, Lockard’s assignments include: U.S. Naval Test Pilot School (Class 124); test team lead for the Special Programs office at Air Test and Evaluation Squadron TWO ZERO (VX-20) in NAS Patuxent River, MD; VQ Detailer, VT Placement and Assistant Captain Detailer at PERS-43 in Millington, TN; and the Joint Staff J35, Joint Operations Directorate at the Pentagon. He is a graduate of U.S. Navy War College in Newport, RI where he earned a M.A. in National Security and Strategic Studies. As a career surveillance and reconnaissance pilot, he has accumulated more than 5700 mishap-free flight hours, completing numerous deployments in support of operations Southern Watch, Enduring Freedom, Iraqi Freedom, Inherent Resolve, Restoring Hope and Fleet objectives. He assumed command of NROTC University of Idaho and Washington State University in August 2020. CAPT Lockard and his wife, Rhonda, are the proud parents of five children.
