Clive J. Strong was appointed Legal Director for Natural Resources and Environment for the Conference of Western Attorneys General on May 1, 2018. Prior to joining the Conference of Western Attorneys General, Mr. Strong served as a Deputy Attorney General for the Office of the Idaho Attorney General for thirty-four years. He was the Chief of the Natural Resources Division for thirty-two years. Mr. Strong practiced in the areas of natural resource, environmental, water, and Indian law. Clive Strong also taught for two years at the University of Puget Sound Law School.
Mr. Strong was the lead attorney for the State of Idaho in the Snake River Basin Adjudication (SRBA) from commencement in 1987 until its completion in 2014. As part of the SRBA, he negotiated the 1990 Fort Hall Indian Water Rights Agreement, the 2004 Snake River Water Rights Agreement, and the 2006 Shoshone-Paiute Settlement as well as several other federal reserved water right agreements. Mr. Strong was also lead counsel for the State of Idaho in Idaho Power Company v. State (aka Swan Falls dispute).
Mr Strong argued two cases before the United States Supreme Court and numerous cases before the Idaho Supreme Court.
Mr. Strong has been recognized at the state, regional and national level for his work in the fields of natural resource and water law.
2014 American Bar Association Environment, Energy, and Resources Government Attorney of the Year.

1992 Conference of Western Attorneys General Jim Jones Public Service Award. Awarded to Deputy Attorney General who advances the legal interests of the Western State Attorneys General.
1992 Idaho Water Users Distinguished Service Award. Recognition for contributions to Idaho water law.
1991 April Idaho Statesman Distinguished Citizen. Recognized a citizen for public service.
1990 National Association of Attorneys General Public Service Award. Awarded to a member of a state attorney general office that advances the legal interests of the states and the association.
